Minutes for the City Council meeting on November 4, 1963

The City Council of the City of Jonesboro, Ark. met in regular session at City Hall, Monday night, November 4, 1963, at 7:30 p.m. There were present: Mayor, City Attorney, City Clerk and the following named Councilmen: Sammons, Griffin, Wilson, Bridger, Brickell, Stallings, Snow, Kelly, Cook, Ledbetter, Mays and Heern.
The following ordinance was read for the second time:
AN ORDINANCE TO AMEND ORDINANCE NO. 954 PROVIDING FOR CHANGE IN ZONING DISTRICT BOUNDARIES
Mr. Cook moved with Mr. Sammons seconding the motion that the rule be suspended and the ordinance be placed on the third and final time. On calling the roll, all voted aye and the motion carried. Mr. Cook then moved with Mr. Sammons seconding the motion that the ordinance be adopted. All voted aye on the roll call and the motion carried. Mr. Cook made the motion, seconded by Mr. Kelly that the Emergency Clause be adopted. All voted aye and the motion carried. The ordinance was given the number 1083.
Mr. Mays offered the following resolution:
RESOLUTION LEVYING A 5 MILL TAX ON ALL REAL AND PERSONAL PROPERTY FOR THE OPERATION OF THE CITY GOVERNMENT
Mr. Cook moved with Mr. Wilson seconding the motion that the resolution be adopted. On the roll call, all voted aye and the motion carried. The resolution was given the number 1963:20.
Mr. Mays offered the following resolution:
RESOLUTION LEVYING A 1 MILL TAX ON ALL REAL AND PERSONAL PROPERTY FOR MAINTENANCE OF THE PUBLIC LIBRARY
Mr. Cook motioned, seconded by Mr. Snow. All aye and the motion carried. The resolution was given the number 1963:21.
Mr. Snow offered the following resolution:
RESOLUTION LEVYING A 6 MILL TAX ON ALL REAL AND PERSONAL PROPERTY FOR THE POLICEMAN’S PENSION AND RELIEF FUND
Mr. Snow made the motion, seconded by Mr. Cook that the resolution be adopted. Roll was called. All voted aye and the motion carried. The resolution was given the number 1963:22.
