                     Director Community Planning Division

MEMBERS PRESENT: Scott, Kenward, Falls, Lane, Jarrett, and Ulmer.

MEMBERMS ABSENT: Melton, Spurlock, and Harrison.

OTHERS PRESENT:  Chas Mooney (City Attorney) and Judge Bill Clark (County Judge).

What must we do to be eligible for 701 Planning Funds?

Chairman Scott’s opening remarks refreshed us as to out immediate problems:

1.                     Planning Help

2.                     Urban Renewal

3.                     Traffic

4.                     By-Pass Restrictions

5.                     Zoning Outside Corporation

6.                     A.S.U. Growth Planning

7.                     Metro-Planning (5 Mile Radius)

8.                     Establishment of Commission

Mr. Wingett:

Planning funds available for state- $145,000.00

Budget for Jonesboro- $37,000.00

Funds may be split over a 2 year period:

We can draw all at once or ½ for 2 years.

(City pays 1/3 of total appropriation)

City Council establishes their pro-rated share.  Normally done by population basis.  Population = Houses x 3.5

METRO PLANNING MUST HAVE ZONING CONTROL.

Mooney:

Why can’t we have a City and Metro separately?

Disadvantages:

1.                     Complicated in keeping two commissions advising correctly.

City may handle all enforcement if agreed by County (good relationship).  The Metro may set up a Board of Adjustment to handle objections.

WHAT SHOULD WE DO TO GET PLANNER?

1.                     Agreement of compensation between City and County.

2.                     Composition of Members

3.                     Agreement on Enforcement.

4.                     Collection of Fees.

a.                     Normally $50.00 for rezoning and subdivisions
