RESOLUTION REGARDING DEPARTMENT HEAD AUTHORITY TO HIRE EMPLOYEES

BE IT RESOLVED by the City Council that hereafter any department head has no authority to hire any additional men in his department, except to replace those vacancies created in the department; any department head who feels that the is in need of additional help shall come before the council in open session and present his case for the need of such additional employees.

The Council after considering the case for additional help shall then move for or against the hiring of such help, and the Clerk shall put such men on the payroll only upon order of the Council.
