AN ORDINANCE TO WAIVE  BIDDING REQUIREMENTS FOR THE PURCHASE OF  TWO SAND SPREADERS FOR THE STREET DEPARTMENT OF THE CITY OF  JONESBORO, ARKANSAS, DECLARING AN EMERGENCY, AND FOR OTHER PURPOSES.

NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas:

SECTION 1:   The City Council finds and declares that there is a need to purchase two sand spreaders.

SECTION 2:   Said sand spreaders may be purchased immediately from Clark Machinery, Little Rock, Arkansas, for the sum of Forty Two Hundred Dollars and No/100 ($4,200.00) each for a total Eighty Four Hundred Dollars and No/100 ($8,400.00).  The City Purchasing Agent is hereby authorized to purchase said sand spreaders.

SECTION 3:   The City Council finds and declares that the immediate purchase of said spreaders is necessary for the health and welfare of the citizens of Jonesboro.  Therefore, an emergency is hereby declared to exist and due to said emergency, the Council waives the usual bidding requirements; and this Ordinance shall take effect and be in full force from and after its passage and approval.
