A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS, ESTABLISHING PROCEDURES FOR THE PAYMENT OF GOODS AND SERVICES NOT PROCURED IN ACCORDANCE WITH PROVISIONS OF THE CITY OF JONESBORO PURCHASING MANUAL.

WHEREAS, the City of Jonesboro has adopted policies and procedures for the procurement of goods and services which are specified in the City of Jonesboro Purchasing Manual and which are applicable to City departments and elected officials; and,
WHEREAS, a need exists to establish procedures to provide for the payment of goods and services not procured in accordance with provisions of the Purchasing Manual;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS, that:
SECTION ONE: The Finance Director of the City of Jonesboro shall refer to the Finance and Administration Committee of the City Council instances of procurement of which the Finance Director becomes aware which are not in accordance with provisions of the purchasing Manual
SECTION TWO: The Finance and Administration Committee shall review the circumstances of such instances and, at the discretion of the Committee, recommend payment for the goods and services to the City Council
SECTION THREE: The City Council shall have authority to approve payment by Council vote and to authorize the Finance Director to execute payment.
This Resolution shall be in full force and effect from and after its adoption.
