RESOLUTION OF THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS, EXTENDING A MORATORIUM ON PERMITS FOR THE LOCATION AND CONSTRUCTION OF OFF-PREMISES BILLBOARDS AND HIGH-POLE SIGNS AND FOR COMMUNICATION TOWERS

WHEREAS, the Metropolitan Area Planning Commission conducted a public hearing on October 14, 2003 for the purpose of receiving comments on a draft proposal of an ordinance to establish standards for the location, development, construction and maintenance of Off-Premise Outdoor Advertising Signs and for Wireless Communication Facilities; and
WHEREAS, it was determined more time was needed and the MAPC has scheduled a workshop for November 6, 2003, and another public hearing for November 11, 2003; and
WHEREAS, the Metropolitan Area Planning Commission adopted a resolution recommending to the Jonesboro City Council that the moratorium on communication Towers and Off-Premise Outdoor Advertising Signs be extended until such time as the ordinances regulating their development have been adopted.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS THAT:
1. A moratorium is hereby declared on the issuance of permits for the erection of billboards, high-pole signs, and communication towers for a period of 4 weeks (November 17, 2003) beginning on the date this resolution is passed.
2. During this 4 week period, an ordinance or ordinances are to be prepared establishing standards and requirements for the location and construction of future billboards, high-pole signs, and communication towers within the City of Jonesboro.
3. This resolution shall take effect immediately.
