CITY COUNCIL MINUTES - JANUARY 20, 1986

The Jonesboro City Council met at 7:30 p.m. Present were Mayor, City Clerk, City Attorney, and Aldermen Park, Stricklin, Evans, Hinson, Shelton, Hannah, Strauser, Culpepper, Sanderson, Mays and Nix. Aldermen Bridger was absent.

The minutes of January 6, 1986, were approved as mailed on motion by Mr. Stricklin, seconded by Mr. Park. All voted aye.

Mr. Shelton offered the following resolution:

RESOLUTION TO NAME JUDGES, CLERKS AND ALTERNATE WORKERS FOR THE CITY WATER AND LIGHT PLANT ELECTION OF 1986

Mr. Hinson moved, seconded by Mr. Shelton to adopt the resolution. All voted aye. The resolution was given the number 1986:01.

Mr. Mays offered the following ordinance: (Annexation- Greenleaf 2712 E. Johnson)

AN ORDINANCE ACCEPTING CERTAIN LANDS, ZONED C-5, ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, LOCATED IN WARD 3, BY ORDER OF THE COUNTY COURT DATED 1/17/86.

Mr. Nix moved, seconded by Mr. Culpepper to suspend the rules and place on second reading. All voted aye. Attorney Stan Langley representing Greenleaf Health Systems, Inc. addressed the issue. Attorney Donn Mixon representing several property owners at the northeast of the city limits spoke in opposition. Numerous property owners voiced opposition to the proposed site.

An Ordinance to trade property with St. Bernard’s Hospital was withdrawn from consideration due to several errors in the document on motion by Mr. Sanderson, seconded by Mr. Culpepper. All voted aye.

Mr. Sanderson offered a revised ordinance:

AN ORDINANCE AUTHORIZING THE TRANSFER AND EXCHANGE OF REAL ESTATE BY AND BETWEEN THE CITY OF JONESBORO AND ST. BERNARD’S HOSPITAL, INC.

Mr. Nix moved, seconded by Mr. Sanderson to suspend the rules and place on second reading. All voted aye. Mr. Nix moved, seconded by Mr. Evans to suspend the rules and place on third reading. All voted aye. Discussion followed. Mr. Hinson reported the Down...
