WHEREAS, parties claiming to be the owners of a majority in assessed value of the property located within the territory hereinafter described have filed a petition praying that an improvement district be established for the purposes hereinafter set out.
 
WHEREAS, after due notice as required by law, the City Council of  the City of Jonesboro, Arkansas has heard all parties desiring to be heard, and has ascertained that said petition was  signed by a majority in assessed value of the owners of real property within said territory:
 
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas:
 
SECTION 1:   There is hereby established an improvement district embracing the following property:
 
Part of the North ½ of the SW 1/4 of Section 23, Township 14 North, Range 4 East in the City of Jonesboro, Craighead County, Arkansas.  F or the purpose of: paving Morton and Mitchell streets.
 
Said district shall be known as Morton and Mitchell Improvement District No. 1; and Austin Russell, Jackie Brown, and Dave Miller are hereby named commissioners, who shall compose the Board of Improvement for said district.
 
SECTION 2:   Due to the need to commence work to improve this Morton-Mitchell neighborhood and to complete the regional public works in a timely manner, an emergency is declared to exist, and this ordinance shall take effect and be in force from and after its passage.
 
PASSED AND ADOPTED this 16th day of May, 1988.
