CITY COUNCIL MINUTES, FEBRUARY 20, 1995

The Jonesboro City Council met in regular session, Monday, February 20, 1995, at 7:30 P.M. A full quorum was in attendance. Present were the Mayor, City Clerk, City Attorney, and nine council members. Those Councilmen present were: Wise, Rega, Evans, Young, Perrin, Tate, Roddy, Harpole and Hannah. Those Councilmen unable to attend were: Vance, Province and Kelton.

The minutes of January 25, 1995, (Called Meeting) and February 6, 1995, were approved as mailed on motion by Councilman Young seconded by Councilman Rega. A roll call vote was taken resulting in all council members voting aye. Those aldermen voting aye were: Wise, Rega, Evans, Young, Perrin, Tate, Roddy, Harpole and Hannah.

The following ordinance was on the third reading:

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES. (Jerry Craft)

Councilman Hannah moved, seconded by Councilman Perrin for the adoption of the ordinance. A roll call vote was taken resulting in all council members voting aye. Those aldermen voting aye were: Wise, Rega, Evans, Young, Perrin, Tate, Roddy, Harpole and Hannah. The ordinance was given the number 2606.

Councilman Harpole offered the following ordinance for the first reading:

AN ORDINANCE AMENDING TITLE 12 OF THE JONESBORO MUNICIPAL CODE ABOLISHING JONESBORO PARKS AND RECREATION COMMISSION, ESTABLISHING THE JONESBORO PARKS AND RECREATION PLANNING AND ADVISORY COMMITTEE AND FOR OTHER PURPOSES.

Councilman Harpole moved, seconded by Councilman Rega to suspend the rules and place on second reading. Councilman Harpole stated the Parks Commission was formed prior to the hiring of a Parks Director and staff. The Parks Commission, by State Statutes must operate in a supervisory role.
