AN ORDINANCE AMENDING CHAPTER 30-1 OF THE CODE OF ORDINANCES OF THE CITY OF JONESBORO, ARKANSAS, THE DEFINITIONS OF INOPERATIVE VEHICLES

Body
WHEREAS, the City has a desire to better define the definitions of inoperable vehicles to provide clarity for residents, neighbors and City staff: and

WHEREAS, the following adjustments to the current code have been discussed and recommended by Code Enforcement leadership based off observations made in the field:

Under Section 30-1:
Amendment of definition “d” to read “Weeds or grass have grown up 12 or more inches around the vehicle”
Removal of definition “f” - The vehicle has no current vehicle tags or registration
Addition of the following definitions that would merit a finding that a vehicle is inoperable
“The vehicle is elevated off the ground by blocks, jacks or other means and has appeared to remain so for more than three days.”
“The vehicle is significantly damage due to an accident, dismantled, partially dismantled and is unsafe to be drive upon public roadways.”

NOW,THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS:

SECTION ONE: That Section 30-1 of the Code of Ordinances of the City of Jonesboro be amended to reflect the following changes to better define what constitutes an inoperative vehicle:

“a”. Two or more tires are flat.
“b” One or more wheels are missing.
“c” The hood is raised or missing and has appeared to remain so for more than three days.
“d” Weeds or grass have grown up 12 or more inches around the vehicle.
“e” Major operating components are missing or in such damaged condition so as to make the motor vehicle useless. Major operating components include but may not be limited to: windshield glass, gauges, steering wheel, tie rods, springs, drive train, gear box, rear end, or any part connected with the steering geometry of the motor vehicle or the seats are removed.
“f” The vehicle is elevated off the ground by blocks, jacks or other means and...
