The City Council of the City of Jonesboro, Ark., met in regular session at City Hall, Monday night, August 8, 1960, at 7:30 p.m. There were present: Mayor, City Clerk and the following named Councilmen: Parks, Williams, Sammons, Smith, Brickell, Heern, Snow, Kenward, Field, Griffin, Copeland and Ebbert. Absent: City Attorney.

A large delegation of citizens appears before the Council in the interest of city-wide garbage, some for and some against. After hearing from both sides and Council discussed the matter, the City Clerk read the ordinance and it was placed on the first reading.

AN ORDINANCE TO AMEND ORDINANCE NO. 778, SAME BEING AN ORDINANCE PROVIDING FOR THE COLLECTION OF GARBAGE AND REFUSE IN THE CITY OF JONESBORO, PROVIDING FOR THE INSPECTION OF PREMISES, FIXING A SCHEDULE OF FEES FOR SAID SERVICES, PROVIDING FOR A PENALTY FOR THE VIOLATION THEREOF AND FOR ALL OTHER PURPOSES

Mr. Parks made the motion seconded by Mr. Heern that the rule be suspended and the ordinance be placed on the second reading. Roll was called. Voting aye - Parks, Williams, Brickell, Heern, Kenward, Field, Griffin and Ebbert. Voting no - Sammons and Copeland. Mr. Smith and Mr. Snow were not present on this first roll call. There being 8 ayes and 2 nays and 8 representing a two-thirds majority, the motion carried. The ordinance was read for the second time. Mr. Ebbert made the motion seconded by Mr. Parks that the ordinance be amended to change the effective date from Oct. 1st to January 1, 1961. On the roll call, Parks, Williams, Smith, Heern, Kenward, Field, Griffin and Ebbert voted aye. Sammons, Brickell, Snow and Copeland voted no. There being 8 ayes and 4 nays, the motion carried. Mr. Heern moved with Mr. Kenward seconding that the rule be further suspended and the ordinance be placed on the third and final reading. Roll was called.
