RESOLUTION BY THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS TO WAIVE COMPETITIVE BIDDING AND AUTHORIZE A CONTRACT WITH PARETO CAPTIVE OF TENNESSEE, LLC AND BLUE ADVANTAGE ADMINISTRATORS OF ARKANSAS TO PROVIDE MEDICAL INSURANCE COVERAGE FOR CITY EMPLOYEES FOR 2025

WHEREAS, the City of Jonesboro has experienced increased volatility in health insurance rates due to the cost of health care and a significant rise in prescription drug costs, and

 

WHEREAS, ACA 14-58-104(19) identifies the purchase of insurance for municipal employees, including without limitation, health insurance, workers’ compensation insurance, life insurance, risk management services, or dental insurance among the list of commodities that can be purchased without soliciting bids: and

 

WHEREAS, the City has worked with its current broker to implement favorable insurance coverage for January 1 through December 31, 2025.

 

 

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL FOR THE CITY OF JONESBORO, ARKANSAS THAT:

 

SECTION 1: That the City of Jonesboro shall enter a contract for insurance coverage with Pareto Captive of Tennessee and Blue Advantage Administrator of Arkansas.

 

SECTION 2: Due to the need to maintain adequate coverage for city employees at an advantageous rate, competitive bidding would neither be feasible nor practical. As such, pursuant to the provisions of ACA 14-58-104, 14-58-303 and ACA 14-538-304, competitive bidding is hereby waived.

 

SECTION 3: That Mayor Harold Copenhaver and City Clerk April Leggett are hereby authorized to execute such documents as are necessary to effectuate the contracts.
