AN ORDINANCE FOR THE PURPOSE OF PROVIDING FOR CERTAIN USES WHICH CANNOT BE WELL ADJUSTED TO THEIR ENVIROMENT IN PARTICULAR LOCATIONS WITH FULL PROTECTION OFFERED TO SURROUNDING PROPERTIES BY RIGID APPLICATION OF THE DISTRICT REGULATIONS. THEIR USES ARE GENERALLY OF A PUBLIC OR SEMI-PUBLIC CHARACTER AND ARE ESSENTIAL AND DESIRABLE FOR THE GENRAL CONVENIENCE AND WELFARE, BUT BECAUSE OF THE NATURE OF THE USE, THE IMPORTANCE OF RELATIONSHIP TO THE COMPREHENSIVE PLAN, AND POSSIBLE IMPACT, NOT ONLY ON NEIGHBORING PROPERTIES, BUT ON A LARGE SECTION OF THE CITY, REQUIRE THE EXERCISE OF PLANNING JUDGEMENT ON LOCATION AND SITE PLAN; PROVIDING REGULATIONS FOR THE USE; PROVIDING FOR PENALTY FOR VIOLATION; AND FOR OTHER PURPOSES (NOTE: THIS ORDINANCE WAS AMENDED BY ORD-70:2510 ON DECEMBER 7, 1970; ORD-71:2495 ON MAY 17, 1971)

Section 1: Definitions: For the purpose of this ordinance, certain terms and words are hereby defined.
1. Mobile Home. Any vehicle, covered or uncovered, used for living, sleeping, business, or storage purposes, having no foundation other than wheels, blocks, skids, jacks, horses or skirting and which is, has been, or reasonably may be equipped with wheels or other devices for transporting the vehicle form place to place, whether by motive power or other means. The term “mobile home” shall not include trailer, camper, camp car and house car. Trailers, campers, camp cars and house cars shall not be used for living, sleeping or business purposes.
2. Conditional Uses Enumerated. The following buildings, structures, and use shall be approved or disapproved by the Metropolitan Area Planning Commission and forwarded to the City Council for their approval or disapproval as conditional uses in any district from which they are prohibited, except as otherwise provided, in accordance with the procedures and standards of this Article, provided that the location is appropriate and not in conflict with the Comprehensive Plan of the City of Jonesboro. tha...
