AN ORDINANCE ESTABLISHING THE REQUIREMENTS FOR OUTSIDE AGENCY APPLICATIONS OF FUNDING THROUGH CITY COUNCIL APPROPRIATIONS AND REPORTING REQUIREMENTS.

BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas:

SECTION 1: It is the desire of the City of Jonesboro to support various organizations, boards and commissions throughout the city with annual appropriations administered by the Department of Community and Economic Development through the Outside Agencies Budget.

SECTION 2: In an effort to comply with A.C.A. 14-58-203 and federal requirements for receiving application requests for appropriations, documenting city appropriations and the use of such appropriations, a prescribed process is necessary.

SECTION 3: Any agency, board or commission desiring an annual appropriation through the Outside Agency Budget, must submit a proposal for funding to the Department of Community and Economic Development no later than July 31 of each year. The submitted proposal must include the following:

(1) Dollar amount of request
(2) Stated/Goals Objectives of the Agency, Board or Commission
(3) General Proposed use of funds
(4) Current Balance Sheet and Copy of most recent annual budget

SECTION 4: Any agency, board or commission which receives appropriations as part of the City Outside Agency Budget are hereby required to submit an annual report, no later than December 31 of each year, outlining the activities on which city appropriations were used. These reports are separate and in addition to any required financial reporting requirements under state or federal laws. All reports must be filed in duplicate to the City Clerk’s office. Failure to submit reports in duplicate or by the stated deadline will result in a hold being placed on further appropriation disbursements.

SECTION 5: All ordinances and/or parts of ordinances in conflict herewith are hereby repealed upon approval of this ordinance and its full implementation.
