WHEREAS, The City of Jonesboro has benefited for several years by participating in the Housing and Urban Development's (HUD) Community Development Block Grant Program; and
 
WHEREAS,  the purpose of Community Development's Citizen Advisory Committee is to review, recommend, and allocate CDBG funds in such a manner that maximum feasible priority is given to activities which will meet the overall community needs, primarily those needs of low and moderate income families, minorities, elderly, disabled and/or aid in the prevention of slum and blighted areas. HUD regulations require that projects be reviewed and approved by a Citizen Advisory Committee, comprised of citizens representative of the community served, prior to submission of an application for funding; and
 
WHEREAS, a more efficient method for appointing members and setting terms of service is needed to enhance the CDBG program and to encourage more citizen participation as required by HUD.
 
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS that the following procedures be adopted:
 
1.      The Citizen Advisory Committee shall consist of 9 (nine) citizens selected by the Mayor, recommended to the City Council by the Nominating and Rules Committee and approved by the City Council.  The committee shall be comprised of a substantial representation of low and moderate income persons, members of minority groups, the elderly, the handicapped, as well as inclusion of the business community, faith-based and civic groups serving said populations.  
 
2.      Terms of service shall be three years in length and will be staggered.
 
3.      A member may serve no more than two consecutive terms.
