AN ORDINANCE TO AMEND CHAPTER 11.04.06 OF THE MUNICIPAL CODE OF THE CITY OF JONESBORO, ARKANSAS, TO SET THE TIME OF EXPIRATION FOR BUILDING PERMITS AND ESTABLISH RULES REGARDING BUILDING PERMITS FOR RENOVATION OF STRUCTURES WHICH ARE NOT CONDEMNED AND THE OTHER PURPOSES:

SECTION 1: Chapter 11.04.06, Municipal Code of the City of Jonesboro, Arkansas, is hereby amended as follows:

(g) It shall be unlawful to commence the construction, reconstruction, moving, demolishing, or structural alteration of any building until the Building Inspector has issued a building permit for such work. No building permit shall be issued unless the proposed construction or use if in full conformity with all the provisions of this chapter and other applicable building laws, ordinances or regulations.

(h) Every building permit for new construction shall expire by limitation at the end of six (6) months from the date of issue unless substantial work is in progress, as shown to the Building Inspector and if in progress, shall expire by limitation at the end of eighteen (18) months, unless it is a major project valued at more than three million dollars ($3,000.000.) which shall expire at the end of twenty-four (24) months.

(i) A building permit for renovation of rehabilitation of an existing structure shall expire by limitation at the end of six (6) months from the date of issue unless substantial work is in progress as shown to the Building Inspector, and if in progress, shall expire by limitation at the end of twelve (12) months.

(j) A building permit shall not be issued to the renovation of any structure when condemnation proceedings involving said structure by the City Council are considered final.

SECTION 2: All ordinances and/or part of ordinances in conflict herewith are hereby specifically repealed.

SECTION 3: If for any reason, any portion of this ordinance is held to be invalid, such invalidity shall in no way affect the remaining portions thereof...
