AN ORDINANCE MAKING IT ILLEGAL, AND APPROVING THE POSTING OF “NO LOITERING OR TRESPASSING” BETWEEN THE HOURS OF 8:00 P. M. AND 6:00 A. M. SIGNS AT ALL PARKING LOTS IN THE DOWNTOWN AREA OF JONESBORO.

BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas that:
SECTION 1: A need has arisen to prohibit loitering and trespassing, and to curtail the occurrence of illegal activities in the evening hours in downtown Jonesboro. Therefore, the City hereby prohibits, between the hours of 8:00 p.m. and 6:00 a.m., in all City-owned downtown parking lots “loitering” as defined by the Arkansas Code Annotated.
SECTION 2: The street department is hereby requested to post “NO LOITERING or TRESPASSING between the hours of 8:00 p.m. and 6:00 a.m.” signs at all City owned parking lots within the downtown area of Jonesboro, within thirty (30) days following the adoption of the ordinance.
SECTION 3: Due to the immediate need to curtail such illegal activities and assemblies of persons, and emergency is hereby declared to exist and this ordinance being necessary for the preservation of the public peace, health and welfare it shall be effective from and after it’s passage and approval.
