RESOLUTION OF THE CITY OF JONESBORO, ARKANSAS AUTHORIZING ACCEPTANCE OF FEDERAL TRANSPORTATION PLANNING FUNDS FROM THE ARKANSAS STATE HIGHWAY AND TRANSPORTATION DEPARTMENT; AUTHORIZING MATCHING FUNDS NECESSARY TO THE PROCUREMENT THEREOF BY COOPERATION AGREEMENT; AND AUTHORIZATION OF JATS AGREEMENT OF UNDERSTANDING

WHEREAS, as a result of the 2000 Census, the U. S. Census Bureau, on May 1, 2002, designated the City of Jonesboro and its densely populated environs, as an Urbanized Area (UZA), and with said designation, certain U. S. Department of Transportation statutory planning and programming requirements become effective; and
WHEREAS, said requirements include the establishment of a comprehensive, cooperative, and continuing planning process, in cooperation with the State of Arkansas; and the preparation and maintenance of an area wide, multi-modal transportation plan; and
WHEREAS, in an effort to assist Jonesboro in carrying out activities preparatory to process establishment and plan preparation, the Arkansas Highway and Transportation Department (AHTD) has offered the City of Jonesboro and other areas certain federal financial assistance, subject to providing the required matching share, and entering into an agreement of understanding.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
JONESBORO, ARKANSAS:
SECTION 1. That the City of Jonesboro, Arkansas hereby accepts the Arkansas Highway and Transportation Department’s offer of Federal Transportation Planning Funds to assist in carrying out activities in the establishment of the JATS Agreement of Understanding.
SECTION 2. That the City of Jonesboro, Arkansas hereby agrees to provide a matching share and further agrees to the terms and conditions of the grant, as set out by the Department in the Agreement of Understanding and the Cooperation Agreement attached hereto and made a part hereof, the execution of which by the Mayor is hereby authorized.
