1. Call to order by Mayor at 6:30 p.m.
2. Roll Call by City Clerk.
3. Approval of minutes from Special Called Meeting held September 11, 2003 and from regular City Council meeting held September 15, 2003 as delivered.
4. Financial Report.
(Financial Report 1st meeting of the month, and Legal Report 2nd meeting of the month)
5. City Attorney
A. 1st Reading - Ordinance amending the 2003 Budget, Ordinance No. 3390 for the appropriation of $6,020.10 for Reserve Officers equipment.
B. 1st Reading -Ordinance amending the Jonesboro Code of Ordinances authorizing the Sanitation Inspectors and Code Enforcement Officers to enforce all Sections of Chapter 5.16, entitled Garbage, Trash and Weeds.
C. 1st Reading - Ordinance requiring all preliminary and final plats of subdivisions of five acres or more be submitted in a digital format tied to at least two of the Jonesboro GPS monuments.
D. 1st Reading - Ordinance to amend the Certificate of Incorporation of Craighead County Solid Waste Disposal Authority.
6. Application of a hardship permit for placement of a mobile home at 3021 Glover Road for Ms. Irene Glover.
7. Resolution documenting the review of the annual audit of the City of Jonesboro for the year ended December 31, 2002, and providing for appropriate action on audit findings and recommendations.
8. Resolution approving a Change Order and allocating funds for the MATA Matthews Avenue Construction II Project.
9. Resolution placing 40 MPH traffic sign at Barnhill Road from Highland Dr. and C. W. Post Road as recommended by the Jonesboro Police Department and the Infrastructure Committee.
