The City Council of the City of Jonesboro met in regular session in City Hall, Monday night, November 2, 1970, at 7:30 p.m. There were present: Mayor, City Attorney, City Clerk and the following named Councilmen: Pierce, Park, Dr. Bowers, Young, Darling, Stricklin, Minx, Pardew, Bowers, Williams, Johnson and Knight.

The following ordinance was read for the second time:

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING AMENDMENT PROVIDING FOR CHANGE IN ZONING BOUNDARIES

The following ordinance was on its third and final reading:

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGE IN ZONING BOUNDARIES

Mr. Knight moved with Mr. Williams seconding the motion that the ordinance be adopted. All voted aye except Dr. Bowers who passed. Motion carried. Motion by Knight, second by Pierce, to adopt the emergency clause passed unanimously. The ordinance was given the number 1280.

The following ordinance was on its second reading:

AN ORDINANCE PROHIBITING PARKING ON THE SOUTH SIDE OF ARLINGTON COURT FROM MADISON STREET WEST AND FOR OTHER PURPOSES

Mr. Young moved with Mr. Minx seconding the motion that the rule be suspended and the ordinance be placed on the third and final reading. All aye and the motion carried. Mr. Young moved with Mr. Bowers seconding that the ordinance be adopted. All voted aye and the motion carried. Emergency clause passed unanimously. The ordinance was given the number 1281.

Mr. Minx moved with Dr. Bowers seconding the motion that the Mayor be authorized to lay a drain pipe on Arlington Court. All voted aye and the motion carried.

Mr. Johnson moved with Mr. Darling seconding the motion that the City pay Etter $5,000.00 for damages to his property that he will have by taking the right-of-way for the Highway 1 bypass. All voted aye and the motion carried.
