AN ORDINANCE TO WAIVE COMPETITIVE BIDDING AND AUTHORIZED PURCHASE OF WASTE TIRE REMOVAL SERVICES FOR THE CITY OF JONESBORO

BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas:
SECTION 1: That the Jonesboro Sanitation Department of the City of Jonesboro needs to dispose of approximately 20,000 waste tires from the City of Jonesboro Class IV Landfill.
SECTION 2: That said services can be obtained from Total Tire Reclamation, Ravenden Arkansas, at a cost of $.65 per automotive tire, $4.25 per large truck tire, and $12.00 per specialty tire for a total estimated cost of $28,000.00.
SECTION 3: That the City Council in accord with the terms of A.C.A. 14-58-302 (2B) hereby waive the requirement of competitive bidding and hereby directs the Purchasing Agent to purchase the above described services for the price set forth in Section 2 above.
SECTION 4: It is further found that due to the immediate need to acquire this equipment, an emergency is declared to exist and this ordinance being necessary for the preservation of the Public peace, health and safety shall take effect from and after its passage and approval.
