Discussion of Sgt. Royce Smith and Officer Nathan Davis Bachelor's Degrees and their equality with Associate Degrees recognized by the Police Incentive Plan

body

Per our incentive plan, police personnel may petition the Public Safety Committee for direction when questions regarding the applicability of a college degree to the incentive plan is questioned. In these two cases, both officers have advanced degrees in agriculture related fields not specifically recognized by the police incentive plan yet they have taken additional classes (criminal justice, history, english, sociology, psychology) that would indicate that their class work, over all, would contain sufficient credit hours to equate to an associate degree that would be recognized by the plan.

Based upon their request and a brief review of transcript material I would like to present this issue to the committee for clarification.

It has been explained to them that the "Burden of Proof" is upon them to show the value or equality of their respective degrees as they apply to the police incentive plan.

Opinion:

It is my opinion that these officers should receive their respective 3% incentive increases for their course work IF they can demonstrate that their work is essentially equal to or greater than that required for a recognized associates degree under our incentive plan.
