AN ORDINANCE TO AMEND THE JONESBORO CODE OF ORDINANCES, TO ESTABLISH A PUBLICATION REIMBURSEMENT COST BY ADDING SECTION 2.20.11 TO BE TITLED PUBLICATION REIMBURSEMENT COST

SECTION 1: Due to a deficit in unpaid publication costs, Chapter 2.20, known as City Council, shall be amended by adding Section 2.20.11, to be known as Publication Reimbursement Cost.
SECTION 2: The publication cost shall be set by the Finance Department at a flat rate to cover costs for the publication of ordinances and notices. These rates may fluctuate based on current publication pricing.
SECTION 3: The publication cost shall be collected by the City Collector prior to an item being placed on the agenda. Failure to pay the publication cost shall result in the item not being placed on the agenda.
SECTION 4: Should an ordinance be denied by the City Council, the publication cost shall be reimbursed by the Finance Department. Reimbursement shall not include Public Hearing or Appeal Hearing notices, since these must be published prior to an ordinance being adopted.
SECTION 5: All ordinances or parts of ordinances in conflict with this ordinance are hereby repealed to the extent of such conflict.
SECTION 6: This ordinance, being necessary for the preservation of the public peace, health and safety, is hereby declared to be an emergency and this ordinance shall take effect and be in full force from and after its passage and approval.
