METROPOLITAN AREA PLANNING COMMISSION
NOVEMBER 10, 1998

The minutes of the October 20, 1998 were approved as prepared.

#1 RZ98-43 Robert Rees requested approval of rezoning from Residential R-1 to Residential R-3 and from Residential R-2 to Residential R-3 for 77 acres located in the SW 1/4, NW 1/4 and the SW 1/4, NW 1/4 of Section 24, T14N, R4E. The general location of the property is on the east side of Commerce Drive, beginning 1/4 mile north of Highland Drive.

Several property owners in the area voiced opposition to this request. Most of the concerns were the lowering of property values, fear of multi-family developments creeping into an area totally developed with single family homes, and worsening of existing drainage problems.

Ms. Shaw made a motion to disapprove the request citing the potential for dense development in a designated flood plain and the fact that no development plans were formulated for the development of 80 acres wanting a blanket R-2 zoning. The motion was seconded by Ms. Finley. Voting was 6 in favor of the motion, 0 opposed, MOTION APPROVED, REQUEST DISAPPROVED.

#2 RZ98-44 J.A. Lamberth requested approval of rezoning from Residential R-1 to Commercial C-3 for 11.63 acres located in the SW 1/4, NE 1/4 of Section 16, T14N, R3E. The general location of the property is on the west side of Joe N Martin Expressway, north of Gleaner Drive.

The front 300' of Mr. Lambert’s property is all that is in the city limits. All of the commercial/industrial uses on site were “grand fathered in” in 1989.

Mr. Pitts made a motion to recommend approval of the rezoning to the City Council with the stipulation that additional access be granted to the site only if there is a frontage road and that further development would require a comprehensive development plan.
