AN ORDINANCE DESIGNATING PARTS OF HILLCREST DRIVE AND MONROE STREET AS ONE WAY STREETS; AND FOR OTHER PURPOSES

BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas:
Section 1: From and after passage and adoption of this Ordinance, Hill Crest Drive from Wilkins South to Highland Drive shall be designated as a one way street from 2 through 4 p.m., and Monroe Street West from Church Street to Union Street shall be designated as a one way street.
Section 2: The Chief of Police or some person designated by him is hereby directed to place and locate upon the above described streets at the proper places, appropriate signs reading “One Way Street from 2 thru 4 p.m.” and “One Way Street” respectively, and it shall be unlawful for any person, unlawful for any person, firm or corporation to tear down, remove or mutilate such signs.
Section 3: All Ordinances and parts of Ordinances in conflict herewith are hereby repealed.
Section 4: It is found and declared by the City Council that due to congestion of traffic on the above named street there is created and caused a traffic problem and hazards resulting in injuries to person and property and this Ordinance being necessary for the preservation of the public peace, health and safety, an emergency is hereby declared and this Ordinance shall take effect from and after its passage and approval.
