RESOLUTION EXPRESSING THE WILLINGNESS OF THE CITY OF JONESBORO, ARKANSAS TO UTILIZE FEDERAL-AID FY21 EDA AMERICAN RESCUE PLAN ACT TRAVEL, TOURISM AND OUTDOOR RECREATION PROGRAM FUNDS, COMMIT REQUIRED MATCHING FUNDS, AND AUTHORIZING THE CITY OF JONESBORO GRANTS AND COMMUNITY DEVELOPMENT DEPARTMENT TO APPLY FOR THIS GRANT

WHEREAS, the City of Jonesboro, Arkansas understands Federal-aid FY21 EDA American Rescue Plan Act Travel, Tourism, and Outdoor Recreation Funds are available at 80% federal participation and 20% local match to complete the University Heights trail as part of the Quality of Life and Connectivity Master Plan; and
WHEREAS, the entire cost to finish all phases of the University Heights trail is 1,537,291.71 and the City of Jonesboro has already been awarded and committed the following funds to the project:
• Federal-Aid Transportation Alternatives Program (TAP) Funds: $316,000
• TAP Fund Local Match: $79,000
• FY21 Community Development Block Grant Funds: $100,000
WHEREAS, there is still $1,042,291.71 left to be funded for the project, of which the City of Jonesboro will apply for $830,137.52 in EDA federal funds and will supply a local match, per grant requirements, of $212,154.19 to complete the project.
WHEREAS, the City of Jonesboro, Arkansas understands that in accordance with the local match requirements of this grant program, the matching share will (1) be committed to the project for the entire period of performance, (2) be available as needed, and (3) will not be conditioned or encumbered in any way that may preclude its use consistent with the requirements of EDA investment assistance.
WHEREAS, this project, using federal funding, will be open and available for use by the general public and maintained by the applicant for the life of the project.
