A RESOLUTION STATING THE JONESBORO CITY COUNCIL’S INTENT FOR CALLING A SPECIAL ELECTION FOR A ONE PERCENT (1%) CITY SALES AND USE TAX; STATING THE CITY COUNCIL’S PRIORITY LIST FOR CAPITAL IMPROVEMENT AND OTHER FUNDS COLLECTED FROM SAID TAX; AND FOR OTHER PURPOSES.

WHEREAS, due to Jonesboro’s large regional retail base, the Citizens of Jonesboro would significantly benefit from a sales and use tax due to the large number of people living outside of our municipal boundaries who shop, dine and are entertained in Jonesboro; and

WHEREAS, the one percent (1%) sales use tax approved by the voters of this city on February 7, 1995 for the purpose of supporting bonds under Amendment 62 and Authorizing Legislation to accomplish certain capital improvements expires this year; and

WHEREAS, the necessity for continuing such capital improvements is evident due to continued growth of the City; and

WHEREAS, the Council deems it in the best interest of the majority of citizens in this City to abolish the current collection for the city’s sanitation domestic refuse fee, the mosquito control fee and the 2.1 mill general city property tax and replace each of them with a share of a city sales and use tax.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS:

Section 1. If the citizens of Jonesboro approve a one percent (1%) sales and use tax, the proceeds of such tax will be divided with on half (50%) used for Capital Improvements, including but not limited to, the construction of extensions, betterments and improvements to the streets and roads serving the city and for the improvements of drainage of surface waters within the city and securing outlets therefore, and one half (50%) used for general purposes pursuant to the ballot title and the enacting legislation.
