RESOLUTION AUTHORIZING THE CITY OF JONESBORO, ARKANSAS GRANTS AND COMMUNITY DEVELOPMENT DEPARTMENT TO APPLY FOR THE UNITED STATES DEPARTMENT OF TRANSPORTATION, FY22 RECONNECTING COMMUNITIES PILOT PROGRAM GRANT.

WHEREAS, applications are being accepted for the FY22 Reconnecting Communities Pilot Program Grant by the U.S. Department of Transportation; and
WHEREAS, the City of Jonesboro, AR prioritizes action to fund pedestrian trails and pathways identified in the One Jonesboro, Quality of Life & Connectivity Master Plan, also referred as the Active Transit Network; and
WHEREAS, the City of Jonesboro, AR looks forward to initiating phase 3 of the ASTATE Link connecting Downtown Jonesboro and Arkansas State University by constructing the BNSF and Union Pacific Railroad (UPRR) Pedestrian Overpass, a flyover trail that runs above the BNSF and Union Pacific railroad tracks located between University Loop and Hope Street; and
WHEREAS, the City of Jonesboro is requesting $7,200,000 in Federal funding for the construction of the BNSF and UPRR Pedestrian Overpass with a 20% local match of $1,800,000 from the total project cost of $9,000,000.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS THAT:
SECTION 1: The City of Jonesboro, Arkansas supports the submission of the FY22 Reconnecting Communities Pilot Program Grant application to the U.S. Department of Transportation for the construction of the BNSF and UPRR Pedestrian Overpass.
SECTION 2: The Mayor and the City Clerk are hereby authorized by the City Council for the City of Jonesboro, Arkansas to execute all documents necessary to effectuate this application.
SECTION 3: The Grants and Community Development Department is hereby authorized by the City Council for the City of Jonesboro, Arkansas to submit all necessary documents for this Federal program.
