AN ORDINANCE OF THE CITY COUNCIL FOR THE CITY OF JONESBORO, ARKANSAS WAIVING BID AND APPROVING THE CONTRACT FOR MOSQUITO ABATEMENT WITH VECTOR DISEASE CONTROL, INC. D/B/A ADAPCO VECTOR CONTROL SERVICES.

WHEREAS, The City of Jonesboro has an immediate need to acquire services for mosquito abatement; and

 

WHEREAS, Vector Disease Control, Inc. d/b/a ADAPCO Vector Control Services is a company in the business of providing such services; and

 

WHEREAS, Vector Disease Control, Inc. d/b/a ADAPCO Vector Control Services is recommended for acceptance by the Public Safety Committee of the Jonesboro City Council.

 

NOW, THEREFORE, BE IT ORDAINED, by the City Council of the City of Jonesboro,

Arkansas that:

 

Section 1.  The City of Jonesboro accepts the offer of $218,766.00 from Vector Disease Control d/.b/.a ADAPCO Vector Control Services for mosquito abatement services for 2007. Further the contract is approved for four (4) additional years.  For 2008 and 2009 the fee shall be $388, 996.00.  For 2010 and 2011 the fee shall be at a sum to be negotiated.

 

Section 2.  The Mayor and City Clerk are hereby authorized by the City Council for the City of Jonesboro to execute all documents necessary to effectuate this agreement.

 

Section 3.  There is an immediate need to acquire these services due to the high level of mosquito concentration which results in an immediate threat to the health of the citizens of the City of Jonesboro, a direct, negative impact on the local economy and an extreme reduction in the safety and welfare of the citizens.  Accordingly, pursuant to the terms of Ark Code Annotated 14-58-303 the requirements of competitive bidding are waived.  Further there is declared to be an emergency and this ordinance shall take effect immediately upon its passage and approval.
