AN ORDINANCE TO AMEND TITLE 2.20 OF THE CODE OF ORDINANCES ADDING SECTION 2.20.10 TO ESTABLISH PROCEDURES FOR BRINGING ORDINANCES BEFORE THE CITY  COUNCIL AND FOR OTHER PURPOSES. (NOTE: THIS ORDINANCE WAS AMENDED BY ORD-95:647 ON FEBRUARY 6, 1995)

BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas:
 
SECTION 1: Title 2.20 shall be amended to add section 2.20.10 establishing the following procedures for all ordinances brought before the City Council:
 
(A)  Once an ordinance is brought before the City Council for a first reading, there shall exist a three month time limit within which to obtain a second and third reading as well as final vote for   approval. Failure to meet the deadline will result in the ordinance not being brought before the Council again for a one year period, and must start with a first reading.
 
(B)  Once an ordinance has been tabled or pulled from the agenda three times it is automatically denied and may not be brought before the council again for a one year period, and must start with a first reading.
 
(C)  Once the Metropolitan Area Planning Commission has granted its' approval there shall be a six (6) month time limit for bringing the matter before the Council.  
 
SECTION 2: It is found and declared by the City Council of the City of Jonesboro, Arkansas that this ordinance being necessary for the preservation of the public peace, health and safety, shall take effect and be in full force from and after its' passage and approval.
