The Oath of Office was administrated to elected Aldermen Park, Stricklin, Hinson, Bridger, Evans, Shelton, Hannah, Strauser, Sanderson, Province, Mays, and Nix by City Clerk Puryear immediately preceding the meeting.

City Council Minutes - January 5, 1987

The Jonesboro City Council met at 7:30 p.m. at City Hall. Present were Mayor, City Clerk, City Attorney and all Aldermen. The Pledge of Allegiance was given and Mr. Mays gave the invocation.

The minutes of December 15, 1986, were approved as mailed on motion by Mr. Stricklin, seconded by Mr. Sanderson. All voted aye.

The following ordinance was on second reading (Annexation - Wilson Cox, N. Scott, R-2)

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS; ASSIGNING SAID ANNEXED TERRITORY TO WARD 3; ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-2); DECLARING AN EMERGENCYAND FOR OTHER PURPOSES.

Attorney Skip Mooney asked Aldermen to amend existing annexation policy requiring that streets within a subdivision meet city requirements prior to annexation and allow residents of the subdivision to pay for construction of streets, curbs and gutters after the proposed annexation. He proposed drafting a letter of agreement between the city and residents of the subdivision stating that property owners will play for the improvements after annexation and will not expect, ask, or require the city government to pay for the street work He further added property owners have agreed to place the money in an escrow account whereby each owner would play their pro rata share to assure payment in having the streets brought up to city standards and to meet the city code.

Mr. Stricklin asked that the letter stipulate the city would continue to maintain the street as it is until the streets meet the city standards. Mr. Mays asked Mr. Mooney how binding the letter would be if the o...
