AN ORDINANCE TO AMEND THE 2009 ANNUAL BUDGET TO INCREASE THE POLICE BUDGET BY THE APPROPRIATION OF $408,500 FROM THE GENERAL FUND TO PAY FOR SALARIES, GROUP INSURANCE, POLICE PENSION, AND PAYROLL TAXES THAT WERE UNDERFUNDED IN THE APPROVED 2009 POLICE BUDGET

WHEREAS, the original budget was $5,688,135 for 12 months of police salaries it did not include salaries for School Resource Officers which gives rise to a salary line item shortfall of $335,000, thus, an appropriation becomes necessary to compensate employees of the police department for the remainder of the year.

WHEREAS, the original budget was $683,007 for 12 months of group insurance in the police department it is projected to be underfunded in the 2009 budget by $34,000, thus, an appropriation becomes necessary to fund the group insurance costs of the police department for the remainder of the year.

WHEREAS, the original budget was $381,419 for 12 months of police pension in the police department it is projected to be underfunded in the 2009 budget by $37,000, thus, an appropriation becomes necessary to fund the police pension costs of the police department for the remainder of the year.

WHEREAS, the original budget was $22,190 for 12 months of payroll taxes in the police department it is projected to be underfunded in the 2009 budget by $2,500, thus, an appropriation becomes necessary to fund the payroll tax costs of the police department for the remainder of the year.

WHEREAS, it is estimated that the City of Jonesboro will receive $398,234.71 from the local public school systems as reimbursement for the School Resource Officer salaries by year’s end of 2009 (having already received $298,161.20 as of October 1, 2009) paid into the City of Jonesboro general fund it is requested that a total of $408,500 be appropriated from unallocated general fund reserves to cover the shortfalls and costs noted above.
