It was agreed to dispense with reading of the previous minutes and proceed with regular business.

Chairman Rebsamen presented a replat of Sener and Company Addition, in the vicinity of Rains and Wilkins Streets, proposed by Wiliam R. Stuck. After examination of the replat and discussion, moved by Minor Markle, seconded by Charles Frierson, and carried, that, since the replat proposed only the subdivision of land into lots in existing improved areas where drainage, street structures, and other improvements are already in place, the requirement for a preliminary plat and approval be waived and that the plat of William Stuck’s Subdivision of the South 130’ of Block 7 of Senter and Company’s Addition to the City of Jonesboro, Arkansas, be given a final approval as submitted.

Chairman Rebsamen introduced John Voorhees of the University of Arkansas Planning Division, who in turn introduced Mr. M.L. Clement of the Southern Building Code Congress. Mr. Clement discussed at some length the Southern Building Code Congress and the code itself, comparing it with various other building codes operating in the United States. He also discussed the merits of building codes and their operation for urban areas. Following his discussion, there was a lengthy question and answer period, in which the mayor, alderman, and citizens participated.
