The meeting was called to order at 6:00 p.m. by Alderman McCall. Members present were: Tim McCall, Alec Farmer, Chris Moore and Cecil Province. Others in attendance were City Clerk Donna Jackson.
MINUTES
Councilman Moore moved, seconded by Councilman Province for the adoption of the August 2, 2004 committee minutes. All voted aye. Copies were provided to all in attendance.
MORATORIUM- R-2A OR R-3
Councilman Farmer moved, seconded by Councilman Moore to place on the agenda a resolution extending a moratorium on R-2A or R-3 Rezoning Classification requests. All voted aye.
PROPOSED CHANGES IN RULES AND PROCEDURE
Discussion was held regarding possible changes in the City Council Rules and Procedures. Some of the changes discussed were: By Ward Voting; the Council Committee System; Council Chambers Rental Policy; Council Meeting date change to the first and third Tuesday of the month; and allowing for the four major committees to place items on the agenda after the deadline. Councilman Perrin proposed having an offer and acceptance on all future lease to purchase agreements.

With no further business, Councilman Farmer moved, seconded by Councilman Moore to adjourn. All voted aye.
