AN ORDINANCE TO APPROVE A REPLACEMENT SCHEDULE FOR THE CITY OF JONESBORO’S TORNADO SIRENS

 

Body

WHEREAS, The City of Jonesboro is well aware of effects of Tornados and wishes to warn and protect her citizens by the utilization of new sirens

 

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS THAT:

 

Section 1: That the City of Jonesboro adopts the three year schedule for replacing the current sirens and adding an additional 11 sirens per the May 25, 2007 Tornado siren survey.  This will bring a total of 46 total purchased over three years of 2008, 2009, and 2010.

 

Section 2: That said equipment may be purchased from Paragould Communications Inc. of Paragould, Arkansas for the sum of $286,156.32 for year 2008.  This replaces 13 sirens and purchases 3 sirens as backup in the event of failure or destruction.   The funds for the purchases will be from the capital improvement fund.  Purchases for 2009 and 2010 may be adjusted per negotiations of City and Paragould Communications Inc.  The 2008 budget will need to be amended to include this amount.

 

Section 3: That the City Council in accord with the terms of A. C. A., Section 14-58-302 hereby waives the requirement of competitive bidding and directs the Purchasing Agent to purchase the above describe for the price set forth in Section 2 above.

 

Section 4:  It is further found that due to immediate need to acquire this equipment an emergency is declared to exist and this ordinance being necessary for the preservation of the public safety and health, it shall take effect from and hereafter its passage and approval.
