CITY COUNCIL MINUTES, SEPTEMBER 19, 1983

The Jonesboro City Council met in regular session, Monday September 19, 1983, at 7:30 p. m. Present were Mayor, City Attorney, City Clerk and all aldermen except Mr. Bridger.

The minutes of September 6, 1983, were approved as mailed on motion by Mr. Hannah, seconded by Mr. Blevins. All voted aye.

Mr. Charles Frierson, who represents Drainage District #20 in Craighead County, spoke to the Council about the responsibility of the Drainage District. He explained that city residents pay on the average of $1,809.00 per year to maintain existing ditches. He went on to explain that not all of the Jonesboro city limits are covered by any district. Mr. Frierson suggested that the city should organize a new district to better handle the City’s needs. Mayor Stallings asked that the city Street Committee, in the future, work with the Districts in order to determine the needs of the City and report back to the Council at a later date.

Mr. Mays offered the following resolution:

A RESOLUTION TO REQUEST DRAINAGE DISTRICTS TO COOPERATE WITH THE STREET COMMITTEE OF THE CITY COUNCIL TO INVESTIGATE POSSIBILITIES OF CLEANING OUT DITCHES AND CREEKS IN THE CITY OF JONESBORO, ARKANSAS

Mr. Hannah moved, seconded by Mr. Mays, to adopt the resolution. All voted aye. The resolution was given the number 1983:16.

The following ordinance was on 3rd reading: (Quail Hollow)

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS ASSIGNING SAID ANNEXED TERRITORY TO WARD 4; ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-1 & R-2); DECLARING AN EMERGENCY; AND FURTHER PURPOSES

After discussion by concerned citizens and land owners, Mr. Hannah moved to reject the request, seconded by Mr. Nix. All voted aye except: Mr. Stricklin who passed, Mr. Hinson and Mr. Sanderson who voted no. Motion passed with the vote: 8 for, 2 against, l pass.
