AN ORDINANCE TO ENTER INTO CONTRACT WITH JQUAD PLANNING GROUP, LLC TO PERFORM PROFESSIONAL SERVICES FOR THE JONESBORO COMPREHENSIVE HOUSING NEEDS STUDY AND MARKET ANALYSIS

BE IT ORDAINED by the City Council for the City of Jonesboro, Arkansas that:
SECTION ONE: That the City of Jonesboro, Arkansas needs to acquire professional services specialized in performing a comprehensive housing needs and market analysis to address the local housing and neighborhood conditions, supply and demand of housing and a gap analysis detailing the most critical needs for housing in the city including healthcare facilities, assisted living, nursing homes, affordable single family housing, workforce housing, modular housing, senior cottage housing, downtown housing, and other types of housing to meet the needs of the diverse citizen population.
SECTION TWO: Due to the complexity and specialized nature of the services, the City of Jonesboro contracts with JQUAD Planning Group, LLC, a planning firm that specializes in such services which will expedite and address the housing needs of the City of Jonesboro in a timely fashion to meet stringent deadline/guidelines for CDBG for the Department of Housing and Urban Development and the Jonesboro Vision 2030 Comprehensive Plan.
SECTION THREE: That the Request for Qualifications was published in the local newspaper 14 days prior.
SECTION FOUR: The proposed housing needs and market analysis will be funded by the City of Jonesboro, Arkansas Residential Housing and Health Facilities Board in agreement with the City of Jonesboro and JQUAD Planning Group, LLC.
SECTION FIVE: That after review of the scope of services to be performed by JQUAD Planning Group, LLC, said services may be contracted.
SECTION SIX: That the City directs the Mayor to contract the above described professional services as set forth above with the costs not to exceed $80,000.
