A RESOLUTION BY THE CITY OF JONESBORO, ARKANSAS TO WAIVE COMPETITIVE BIDDING AND ENTER INTO AN AGREEMENT WITH APCO INSTITUTE FOR PRE-ARRIVAL INSTRUCTIONAL SUPPORT SERVICES FOR MEDICAL CALLS FOR E-911 DISPATCH

WHEREAS, the City of Jonesboro, Arkansas always seeks to improve in areas that can save lives in the event of an emergency; and
WHEREAS, service companies are available that offer expert assistance to dispatchers by providing guidance during calls on most effective techniques to care for those in an emergency medical situation until first responders arrive on the scene; and
WHEREAS, E-911 leadership has thoroughly researched service needs and requested quotes from all known providers that returned pricing for a variety of service levels; and
WHEREAS, the lowest quote was provided by APCO Institute at $57,987.27, and
WHEREAS, the proposal provided by APCO adequately meets the needs of E-911 Dispatch; and
WHEREAS, given the complexity of a competitive bidding process for a multi-tiered service and the desire to move forward with instituting possible life saving services as soon as possible, E-911 leadership and the City desire to waive competitive bidding terms as specified by A.C.A. Section 14-58-303.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL FOR THE CITY OF JONESBORO, ARKANSAS THAT:
SECTION ONE: The City on Jonesboro contract with APCO Institute for pre-arrival instructional support services for medical calls for e-911 dispatch.
SECTION TWO: That the City Council in accord with the terms of A.C.A. Section 14-58-303 states that bidding in this matter is not in the best interest of public safety and hereby waives the requirement of competitive bidding.
SECTION THREE: The Mayor, Harold Copenhaver, and City Clerk, April Leggett, are hereby authorized by the City Council for the City of Jonesboro to execute all documents necessary to effectuate this agreement.
