RESOLUTION TO ADOPT THE HAZARD MITIGATION PLAN AND PARTICIPATE IN MITIGATION PLANNING EFFORTS

WHEREAS, the City of Jonesboro, Arkansas has experienced damage from energy emergency, flood, hail, high winds, severe storm, tornado, and winter weather on many occasions in the past century, resulting in property loss, loss of life, economic hardship, and threats to public health and safety and is exposed to other potential disasters such as arson, biological hazards, dam/levee failure, drought, earthquake, expansive soil, explosion, hostage situations, landslide, special events, terrorism, and wildfire;

 

WHEREAS, a Hazard Mitigation Plan (the Plan) is being developed by representatives from participating cities and school boards, Craighead County and Geofemme, the private consulting from hired by the County to write the Plan;

 

WHEREAS, the Plan will recommend many hazard mitigation actions that will protect the people and property affected by the hazards that face the area;

 

WHEREAS, a public meeting will be held to review the Plan as required by law prior to approval and adoption;

 

NOW THEREFORE BE IT RESOLVED by the City Council of Jonesboro, Arkansas that:

 

(1)  To maintain federal grant eligibility for Hazard Mitigation Grant Program funds, we will participate in the Mitigation planning efforts by appointing an individual to represent this Council as our spokesperson.  This individual will report to this body the progress of the planning efforts prior to approval.

 

(2)  This body maintains its authority to determine mitigation actions to be undertaken by the City and will provide guidance to ensure no conflicts exist between current ordinances and suggested planning measures.

 

(3)  The Hazard Mitigation Plan, following approval of the Arkansas Department of Emergency Management and the Federal Emergency Management Agency, will be adopted as an official plan of the City.
