RESOLUTION TO ADOPT PROCEDURES TO GOVERN INDIVIDUAL POSITION ADJUSTMENTS TO THE SALARY MANAGEMENT PLAN

WHEREAS, there is a need for an equitable process to make individual position adjustments to the City of Jonesboro salary management plan;

 

NOW THEREFORE, BE IT RESOLVED by the City Council for the City of Jonesboro, Arkansas that the following procedures are adopted to govern individual position adjustments to the City of Jonesboro salary management plan:

 

1.                     If a new position is created that cannot be defined in one of the existing classifications, the Human Resources department will prepare a job description for that position, evaluate it in relation to the plan, and make recommendations to the personnel committee for approval.

 

2.                     When it becomes apparent that an existing position is not properly classified or compensated, due to changes in duties, changes in organizational structure, or other similar reason, the appropriate department head shall request an evaluation of that position.  The request shall be submitted to the Human Resources department, which will examine the request, the position description, and other appropriate data; and will then make a recommendation to the personnel committee.  The personnel committee, upon consideration of the request, the recommendation of the Human Resources department, and other appropriate information, shall rule on the request. 

 

3.                     In all matters of adjusting individual positions or in the placement of new positions the personnel committee shall consult with the Mayor and the chair of the City Council committee with oversight of the department in question.

 

4.                     Whenever an adjustment to the entire salary management plan is considered, on the basis of market analysis or for other reason, the matter shall be considered by the personnel committee, and then referred to the City Council for action.
