RESOLUTION OF THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS, ESTABLISHING A MORATORIUM ON CURB-SIDE PLACEMENT AND PICK UP OF BULKY WASTE AND CONSTRUCTION WASTE ITEMS

WHEREAS, “Bulky Waste” shall include but not be limited to the following: all furniture, appliances, hot water heaters, plumbing, bathroom fixtures, mattresses, and box springs;
WHEREAS, “Construction Waste” relating to building materials shall include but not be limited to the following: carpet, carpet pad, brush, limbs, stumps, and rubbish; and
WHEREAS, the citizens of the City of Jonesboro have expressed concern over the increasing number of piles of bulky waste and construction waste littering the streets of Jonesboro; and
WHEREAS, the residents of the City of Jonesboro may bring acceptable items to the Class IV Landfill at no charge including freezers, refrigerators, and air conditioners as long as these appliances contain no freon or refrigerant and accompanied by a “Removal Certificate” by a certified technician; and
WHEREAS, the Sanitation Subcommittee at the recommendation of the Citizens Advisory Committee desires to provide an ordinance for the purpose of establishing restrictions on the dumping to “Bulky Waste” and “Construction Waste” items on the streets of the City of Jonesboro.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS THAT:
1. A moratorium is hereby declared beginning on the date this resolution is passed and will be in effect until December 31, 2003.
2. During this period, an ordinance or ordinances are to be prepared establishing standards and requirements for removal of “Bulky Waste” and “Construction Waste”.
3. This resolution shall take effect immediately.
