Minutes for the City Council meeting on April 4, 1960

The City Council of the City of Jonesboro, Ark., met in regular session at City Hall, Monday night, April 4, 1960, at 7:30 p.m. There were present: Mayor, City Clerk and the following named Councilmen: Parks, Williams, Smith, Brickell, Heern, Snow, Kenward, Field, Griffin, Copeland and Ebbert. Absent: City Attorney and Sammons.
The feasibility of hiring tax appraisers was discussed by Vance Scurlock and it was decided that the following committee appointed by the Mayor would meet with the school board next Tuesday night: Mr. Smith, Mr. Copeland and Mr. Williams and the committee would make a recommendation back to Council.
The Mayor appointed Mr. Billy Joe Emerson as the City Civil Defense Director. The Council approved this appointment by unanimous vote.
Mr. Copeland made the motion seconded by Mr. Parks that the City pays $3,535.00 as its share of the cost in installing the Fire Department’s new radio system. Roll was called. All aye. Motion carried.
Mr. Snow made the motion seconded by Mr. Brickell that the bills as okayed by the Finance Committee be paid. Roll was called. All aye. Motion carried.
Mr. Copeland made the motion seconded by Mr. Smith that Council go on record adopting the Accounting Procedure Manual prepared by Osborn and Osborn. Roll was called. All aye. Motion carried.
Mr. Parks made the motion seconded by Mr. Kenward that Council recess subject to call. All aye. Council recessed.
