A RESOLUTION ADOPTING A 5-YEAR CAPITAL IMPROVEMENT PROJECT PRELIMINARY PLAN FOR THE PURPOSE OF IDENTIFYING PROJECTS AND RECEIVING CITY AND CITIZEN INPUT

WHEREAS, the City of Jonesboro, Arkansas, recognizes a need to plan for immediate and future capital improvements;

 

WHEREAS, over the last four years, the City of Jonesboro has requested studies and/or plans for street improvements, school safety and sidewalk improvements, drainage and storm water improvements, fire protection improvements, landfill closure, parks improvements, land use and other necessary city needs;

 

WHEREAS, the City of Jonesboro desires to implement a continuous 5-year capital improvements project plan with available and anticipated funds from the city’s capital improvement fund;

 

WHEREAS, the City of Jonesboro recognizes that it must set priorities for expenditures not to exceed the estimated available capital improvement funds of $47 to $48 million over the next 5 years;

 

NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JONESBORO, CRAIGHEAD COUNTY, ARKANSAS THAT:

 

Section 1.  The City of Jonesboro formally adopts Attachment “A” as the preliminary capital improvement project plan to be used by the City and the public during the project and priority selection process;

 

Section 2.  The City Council will, at its next regular City Council meeting on November 9, set a date for a public meeting to hear public comment concerning priorities of identified projects and the addition of other needed projects;

 

Section 3.  This continuous 5-year capital improvement project plan shall be updated and prioritized annually during the City’s budget process;

 

Section 4.  The City’s Finance Director shall be responsible for annually estimating the projected capital improvements funds available over the subsequent 5-year period.
