BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas:
 
Section 1: From and after passage and adoption of this Ordinance Rains Street along the east side of the East School campus south to Richmond shall be designated as a one way street with Southbound traffic and Cobb Street from Richmond north along the west side of the East School campus shall be designated as a one way street with Northbound traffic during the hours of 7:30 to 8:30 a.m. and from 3:00 to 4:00 p.m., Monday through Friday of each week when school is in session, four portable signs are in place.
 
Section 2: The Chief of Police of Jonesboro or some person designated by him is hereby directed to place and locate portable signs upon the above described streets at the proper places and times, appropriate signs reading "ONE WAY STREET" and it shall be unlawful for any person, firm or corporation to remove or mutilate such signs.
 
Section 3: All Ordinance and parts of Ordinances in conflict herewith are hereby repealed.
 
Section 4: It is found and declared by the City Council that due to congestion of traffic and dangers in loading and unloading children at the East School, there is created and caused a traffic problem and hazard resulting in injuries to persons and property and this ordinances being necessary for the preservation of the public peace, health and safety, an emergency is hereby declared to exist and this Ordinance shall take effect from and after its passage and approval.
