WHEREAS, the date for holding the Public Referendum on City Ordinance No. 2381, the Traffic Plan presented by the Metropolitan Area Traffic Authority of the City of Jonesboro, Arkansas, declaring an emergency and for other purposes, has been set for the General Election, November 3, 1992; and,
 
WHEREAS, because the said City Ordinance No. 2381 was adopted with the emergency clause putting it into effect from the time of its passage; and,
 
WHEREAS, many good citizens of Jonesboro are fearful that MATA one-way streets will be undertaken prior to the holding of the referendum,
 
THEREFORE, BE IT Resolved By the City Council of the City of Jonesboro, Arkansas:
 
SECTION ONE:  that the changing Of Madison, Church, Washington, And Matthews into one-way streets, and the widening of Kitchen Street will not be undertaken prior to the aforesaid election.
 
PASSED AND ADOPTED the 15th day of June, 1992.
