A RESOLUTION EXPRESSING THE WILLINGNESS OF THE CITY OF JONESBORO, ARKANSAS TO AUTHORIZE THE GRANTS AND COMMUNITY DEVELOPMENT DEPARTMENT TO ACCEPT A SUB-ALLOCATION FROM THE FEDERAL TRANSIT ADMINISTRATION (FTA), FY 2019 49 U.S.C SECTION 5307 FORMULA GRANT FOR THE JONESBORO ECONOMICAL TRANSPORTATION (JET)

WHEREAS, the Arkansas Department of Transportation (ARDOT) is the FTA designated recipient of the 49 U.S.C Section 5307 formula grant, and the City of Jonesboro AR a direct recipient of this grant through ARDOT; and,
WHEREAS, the City of Conway, AR has lapsing funds totaling $957,607 in Section 5307 formula funding in Fiscal Year 2019; and,
WHEREAS, Section 5307 funds are available during its allocated fiscal year plus five additional years and must be applied for and obligated or the funds will be returned; and,
WHEREAS, ARDOT has reallocated funds from the City of Conway to the City of Jonesboro for use in Jonesboro Economic Transportation; and,
WHEREAS, JET requests $161,318 in Section 5307 formula funding with a 20% local match for the purchase of two (2) para-transit fleet vehicles.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL FOR THE CITY OF JONESBORO, ARKANSAS THAT:
SECTION 1: The Jonesboro City Council approves the acceptance of reallocated 5307 formula funding in the amount of $161,318 and agrees to provide a local match totaling $40,330.
SECTION 2: The Mayor and the City Clerk are hereby authorized by the City Council for the City of Jonesboro, Arkansas to execute all necessary documents to effectuate the grant application.
SECTION 3: The Grants and Community Development Department is hereby authorized by the City Council for the City of Jonesboro, Arkansas to submit all necessary documents for this federal-aid program.
SECTION 4: The Mayor and City Clerk are hereby authorized and directed to execute all appropriate agreements and contracts regarding any future award of the FY2019 Section 5307 formula funding sub-allocation....
