BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas:
 
Section 1: From and after passage and adoption of this ordinance, it shall be unlawful for any person to start or accelerate any motor vehicle upon the public way or upon any private driveway within the City of Jonesboro, Arkansas, in such a manner as to make a loud noise by means of motor exhaust or tires spinning, when no apparent necessity therefore exists.
 
Section 2: It shall be unlawful for any person to operate a motor vehicle upon the public way within the City of Jonesboro in a hazardous or negligent manner. Hazardous or negligent manner of driving is defined as the operation of any motor vehicle on the public way of the City of Jonesboro, Arkansas, without due care for the safety of others or their property upon the public way, or for the safety or property of such operator.
 
Section 3: Any person adjudged guilty of violation of this section shall, upon conviction, be fined in the amount of not less than $10.00 or more than $50.00.
 
Section 4: Should any portion of the Ordinance be unconstitutional or invalid and so declared by a court of competent jurisdiction, then the remainder of this Ordinance shall not be affected by such partial invalidity.   
 
Section 5: It is found and declared by the City Council that this Ordinance being necessary for the public peace, health and safety, an emergency is hereby declared to exist and this ordinance shall take effects from and after its passage and approval.
