AN ORDINANCE TO WAIVE BIDDING REQUIREMENTS FOR THE PURCHASE OF A 1981 NORTHWEST 50D 45 TON CRANE-DRAGLINE, SERIAL #27545-48727C, WITH 2 YARD HENDRIX BUCKET MODEL TS, SERIAL #51243, FOR THE STREET DEPARTMENT OF THE CITY OF JONESBORO, ARKANSAS, DECLARING AN EMERGENCY, AND FOR OTHER PURPOSES.

NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas:
SECTION 1: The City Council finds and declares that there is a need to purchase a 45 ton crane-dragline.
SECTION 2: Said crane-dragline may be purchased immediately from Harold Howell Construction Equipment Co., Jupiter, Florida from the sum of Seventy Thousand Dollars and No/100 ($70,000.00). The City Purchasing agent is hereby authorized to purchase said crane-dragline.
SECTION 3: The City Council finds and declares that the immediate purchase of said crane-dragline in necessary for the health and welfare of the citizens of Jonesboro. Therefore, an emergency is hereby declared to exist and due to said emergency, the Council waives and usual bidding requirements; and this Ordinance shall take effect and be in full force from and after its passage and approval.
