IV. OLD BUSINESS
Farris gave a presentation updating the Vegetative Management study. He outlined the progress that has been made. He passed around a copy of the report dated July 2010. It included images of the sites. He stated there has been some edits made and will be completed in one to two weeks. It is expected to be on the October 5th City Council agenda. Farris discussed some of the recommendations. Physical removal of the vegetation, which includes mowing and clipping, was discussed, as was, safe burns with approval from the Fire Department. Everyone was in agreement that public education and involvement is necessary. Wyatt questioned the use of chemicals and the effects on the water quality. This would be a system of maintenance not a system of prevention. Light stated that the Corps of Engineers will help develop a maintenance plan. There needs to be a written maintenance plan and inspection schedule. Farris stated that the key to success with Vegetative Management is staying ahead of schedule. In the future, the City may have to have someone devoted to just maintenance and inspection. By educating the public, some of the smaller channels could be maintained by the property owners and no City resources would need to be allocated for these channels. Coleman questioned if the Board would need to approve the final report before going to the City Council. Light stated they would like to have it on the agenda before the next scheduled meeting. Phillips made a motion to make the Vegetative Management Study presentation to the City Council the first week in October. Wyatt seconded. All voted aye.
Light stated that the City Council passed the resolution for the Corps of Engineers study. The agreement will be signed next week and a kickoff meeting will be scheduled for October to determine how to keep up with time. A Project Manager for the meeting has not been assigned yet.
Light stated that the Transportation Management Board (TMB) is looking at an “Adopt a Street” program and thought that an “Adopt a Stream” program might be something that this Board might want to consider. Light stated that trash accumulates in the detention ponds and that it might get a group to adopt a detention pond and keep it clean. Light stated that the ponds help with drainage in neighborhoods and that possibly the neighborhoods could take care of the ponds. McKeel stated that he has eight schools scheduled for Enviroscape presentations. There has been an article sent to the newspaper but it has not been published. McKeel is also going to schedule a meeting with the Homebuilders Association.
Light reported that the DFIRM is in the 90 day comment period and there have been no comments. Wyatt stated that he liked the digital format. Light stated that they had removed 2 - 3 structures for the Repetitive Loss Structure list. Fischer has a book that details the remaining structures and will bring it to the next meeting.
Light discussed the 2010 Drainage Projects.
Oakhill Terrace Detention Basin - 90% - 95% complete.
2010 Design/Build Projects “A” and “B” - both projects are not moving along as fast as originally expected because of property and ROW issues but should start in the next two weeks.
Kents Place - 50% complete
2400 E. Nettleton - the pond is dug. Need to hydroseed and get trash out of grates over outlet pipes.
Murray Creek - Complete
East Nettleton Drainage Improvements - one year maintenance has begun
Race Street - 2011 budget
Ivy Green - this winter. Talked to Roy Cooper about doing work and he is willing to work with the City regarding work done on his property.
V. NEW BUSINESS
Light discussed a lot located on Woodrow Street. The Owner wants to give the lot to the City. The lot cannot be built on because it is in a floodway. Phillips questioned if it is vital that the City own the property. Light answer it would be vital to the City later but now it becomes an issue of maintenance. There was no action taken on this matter.
Light discussed drainage projects to be included in the 2011 Budget. Light will get a list of projects together for the next meeting. Major detention projects for next year include Race Street and Ivy Green. Work on Higginbottom Creek near Brookstone subdivision is scheduled for next year. The funding for the 2011 drainage projects will be the same as 2010 ($1.5 - $1.6 million). Wyatt ask about the status of drainage improvements at the Indian Mall property. Light stated that a study was done and it would be a very expensive project.
A meeting to discuss the Drainage Districts has been scheduled for today after the SWMB meeting.
CDBG has put together a grant application to do some work in the Fairview area. The City will know by the end of the year if they have gotten the grant.
Light reported that the City is working with Robin Nix on The Briars. There have been some been preliminary talk with the church.
City staff is reviewing model DFIRM Ordinance to ensure that we have everything necessary included. Fischer is drafting an ordinance regarding items needed to conform to the model ordinance.
Light suggested returning to a monthly meeting schedule. The new schedule will allow for a quicker turnaround on agenda items and ensure continuous progress on Stormwater issues. Phillips made a motion to meet monthly as long as Light deems it necessary. Wyatt seconded. All voted aye.
The next regularly scheduled meeting is Wednesday, October 20th, at 8:30 a.m.
VI. PUBLIC COMMENTS
Johnson stated that septic pumpers have been dumping in ditches and storm drains. There is video of a local septic pumper dumping septic into CWL sewer manhole at the Wal-Mart on Highland Drive. An out-of-state contractor dumped cooking oil into the storm drain located behind Wal-Mart on Parker Road. McKeel reported that CWL is working on updating their ordinance to make it easier to prosecute. Johnson stated that the County has 30 - 40 juveniles every Saturday to help with various projects. These individuals could help the City with trash in ponds. Light will make a work list.
VII. ADJOURNMENT
Coleman adjourned the meeting at 9:41 a.m.
