CITY COUNCIL MINUTES - JANUARY 17, 2000

 

The Jonesboro City Council met Monday, January 17, 2000 at 6:30 p.m. A full quorum was in attendance. Present were: Mayor Hubert Brodell, City Attorney Phillip Crego and 10 council members. Those members were: Kelton, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, and Roddy. Councilman Tate and Councilman Perrin were unable to attend.

 

Councilman Roddy moved, seconded by Councilman Moore for approval of the minutes from January 3, 2000 as delivered. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, and Roddy.

 

Councilman Rorex offered the following ordinance for first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Bob McCall)                     

 

Councilman Young moved, seconded by Councilman Roddy to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, and Roddy. Councilman Young moved, seconded by Councilman Rorex to suspend the rules and place on third and final reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, and Roddy. Councilman Young moved, seconded by Councilman Roddy for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, and Roddy. The ordinance was assigned number 3184.

 

Councilman Rega offered the following ordinance for first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES ( Paul Koros )                     

 

Councilman Rega moved, seconded by Councilman McCall to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, and Roddy.

 

Councilman Young offered the following ordinance for first reading:

Councilman Young moved, seconded by Councilman Crockett to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, and Roddy.

 

Councilman McCall offered the following ordinance for first reading:

 

ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AS FOR OTHER PURPOSES (Floyd Wineland)

 

Councilman Young moved, seconded by Councilman Moore to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, and Roddy. Councilman Young moved, seconded by Councilman Roddy to suspend the rules and place on third and final reading, but later withdrew the motion and second. The decision was made to have the final reading at the next council meeting.

 

Councilman Moore offered the following ordinance for first reading:

Councilman Young moved, seconded by Councilman Copeland for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Councilman McCall offered the following ordinance for first reading:

Councilman Crockett moved, seconded by Councilman Moore to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, and Roddy. Councilman Crockett moved, seconded by Councilman Roddy to suspend the rules and place on third and final reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, and Roddy. Councilman Copeland moved, seconded by Councilman Crockett for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Councilman Rega offered the following ordinance for first reading:

 

ORDINANCE AMENDING THE 1999 BUDGET ORDINANCE (ORDINANCE NO. 3100 ) FOR THE CITY OF JONESBORO, ARKANSAS

 

Councilman Young moved, seconded by Councilman Kelton to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, and Roddy. Councilman Rega moved, seconded by Councilman Young to suspend the rules and place on third and final reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, and Roddy. Councilman Young moved, seconded by Councilman Crockett for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Councilman Young moved, seconded by Councilman Crockett for the adoption of a resolution setting a public hearing for 6:15 p.m. on February 7, 2000 for the purpose of vacating a portion of Warner Avenue. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, and Roddy. The resolution was assigned number 2000:02.

 

Councilman Young moved, seconded by Councilman Moore for the adoption of a resolution setting a public hearing for 6:00 p.m. on February 7, 2000 for the purpose of abandoning two five foot utility easements and a 60 foot road right of way located near the intersection of Western Gales Drive and Western Gales Cove in Sage Meadows, Phase I. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, and Roddy. The resolution was assigned number 2000:03.

 

Councilman Crockett moved, seconded by Councilman Young for the adoption of a resolution certifying JMS Metal Services to participate in the Advantage Arkansas Program. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, and Roddy. The resolution was assigned number 2000:04.

 

Councilman Kelton moved, seconded by Councilman Moore to accept the recommendation of the Street Committee for the bid of United Equipment for $143,496.00 plus extended warranty of $3,590.00 for a total of $147,086.00. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, and Roddy.

 

Councilman Young moved, seconded by Councilman Crockett to accept the reappointment of Mr. Dennis Zolper to the Jonesboro Urban Renewal and Housing Authority with an expiration date of November 2004. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, and Roddy.

 

Under new business, Councilman Crockett offered the following ordinance for first reading:

 

ORDINANCE AMENDING ORDINANCE NO. 3040 AND THE JONESBORO CODE OF ORDINANCES FOR THE PURPOSE OF ALLOWING APPOINTMENTS OF JONESBORO POLICE DEPARTMENT TO CRIMINAL INVESTIGATION DIVISION WITHOUT REQUIRING SAID OFFICER TO HAVE PASSED THE PROMOTIONAL TEST FOR SERGEANT

 

Councilman Young moved, seconded by Councilman Crockett to suspend the rules and place on second reading by title only. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, and Roddy. Councilman Kelton moved, seconded by Councilman Crockett to suspend the rules and place on third and final reading by title only. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, and Roddy. Councilman Young moved, seconded by Councilman Crockett for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, and Roddy. The ordinance was assigned number 3188.

 

Councilman Rega moved, seconded by Councilman Crockett to accept a revised reduced bid by Tate Construction for work on the Joe Mac Campbell Park from $448,000 to $415,000 to come from the Capital Improvements account. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, and Roddy.

 

Councilman Rega moved, seconded by Councilman Crockett to accept the following recommendations:

 

•Appoint Clyde Willhoite (Replacing Davy Davis) and Mike Massengill (Replacing Mark Ford) on the Parks Advisory Committee for a four year term.

 

•Reappoint Ralph Stricklin for a four year term to the Parks Advisory Committee.

 

It was announced that five positions on the Parks Advisory Committee would be opening up in April, 2000. Council was urged to make suggestions and recommendations. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, and Roddy.

 

With no further business, the meeting was adjourned.
